China has more than 8,000 companies engaged in a geographic information system (GIS). Its GIS industry has been growing rapidly in the country, especially in recent years as high-technology has become more widely used. On a Tuesday afternoon, students are packed into a room, their eyes on an academic director for the University who is discussing photogrammetry and remote sensing.

The Kansas-based maker of GPS-based navigation units for the consumer and aviation markets recorded total revenue for the 4th quarter of 2005 of $319.3 million, up 45% from the same quarter of 2004. Fueled by what the company called a strong holiday season, earnings per share for the last quarter of 2005 were $0.80, an increase of 82% from the the previous year.

法이 소녀를 죽였다 초등학생 살해범 등 1차범죄서 풀려나 작년 성범죄 再犯 1188명… 20% 급증 - 성범죄 천진한 어린아이를 대상으로 성범죄를 일으키는 사람들에게 대한민국은 만만한 곳이다. 작년 4월 서울 구로구의 한 초등학교 운동장. 일곱 살짜리 여자아이는 운동장에서 놀다가 한 아파트 경비원 김모(65)씨의 집에 끌려가서 성추행을 당했다. 며칠 뒤, 여자아이는 놀이터에서 놀다가 똑같은 짓을 당했다. 법원은 김씨에게 판결했다. “자신의 잘못을 깊이 뉘우치고 있고, 피해자를 위해 금 1000만원을 공탁한 점을 참작했다”. 집행유예. 한 달 뒤 서울 양천구의 어린이 놀이터. 장난감과 머리 끈을 갖고 노는 11세 여자아이에게 화물기사 최모(54)씨가 접근했다. 장난감을 보여주며 인근 야산으로 데려가 돗자리를 깔고 여자아이의 옷을 벗겨 성추행했다. 어린 여자아이는 처녀막이 파열됐다. 법원은 판결했다. “범행의 죄질은 매우 불량하다 할 것이나 피고인의 가족이 4000만원을 지급하고, …피고인에게 1회의 경미한 벌금형 전과 외에 별다른 처벌 전력이 없고, ….” 집행유예. 작년 9월 서울 용산에서 김모(53)씨가 여자 어린이를 성추행했다가 기소됐다. 법원은 판결했다. “동종 전과가 없고 피해자에 대한 추행의 정도가 그리 심하지 않으며, 피고인이 자신의 잘못을 뉘우치면서 반성하고 있는 점 등을 참작”. 집행유예. 이렇게 풀려난 김씨가 우리 모두를 경악하게 만든 17일 서울 용산에서 발생한 초등학교 4학년 허모(11)양 살해범이다. 법원은 통상 미성년자 성추행범에 대해 집행유예를 선고할 때 사회봉사명령을 함께 내리지만, 김씨에 대해서는 이 같은 명령도 내리지 않은 것으로 확인됐다. 어린이 성범죄자에 대한 법원의 솜방망이 판결이 인면수심(人面獸心)의 범죄자를 풀어주는 사이에 어린 소녀들은 공포와 죽음으로 몰리고 있는 것이다.

- 어린이 성범죄, 성범죄자 관리 불과 5개월 전 여자 아이 성추행으로 실형을 선고받고 풀려났지만, 김씨가 사는 주민들은 이에 대해 어떤 경고도 받지 못했고, 재발 방지를 위한 대책도 제대로 없었던 것으로 알려졌다. 이에 비해 미국의 여러 주(州)는 성범죄자의 개인 신상정보 공개, 위치 추적이 가능한 전자팔찌 착용, 거세 등 성범죄자를 엄격히 처벌하고 있다. 미국 텍사스주는 성범죄자가 사는 집 마당과 차 유리창에 ‘성범죄 전과자가 사니 조심하라’는 표시판을 붙이도록 하고 있다. 미국 플로리다주는 지난해 11세 이하의 어린이 대상 성폭행범의 경우, 최저 형량을 25년으로 높이고 출소 후에도 전자팔찌를 차고 다니도록 하는 법률을 통과시켰다. 미국의 8개 주에서는 거세수술까지 합법화하는 추세고, 특히 4개 주에서는 어린이 대상 성범죄자에게 출소 직전 거세 약물을 투여하기도 한다. 미국 콜로라도주는 1998년부터 ‘성범죄자 평생 감시법’을 시행해 재범 우려가 높은 성범죄자의 성욕을 저하시키는 약을 정기적으로 투여하고 있다. 독일과 덴마크, 이탈리아, 노르웨이 등 유럽 국가들에서도 성범죄자의 거세를 합법화하는 추세다. 또 미국 아이오와주와 뉴저지주 등은 성범죄자들의 주거지역을 엄격하게 제한하고 있다. 아이오와주는 주법이 정한 학교와 유치원, 보육시설 등 아이들이 많이 모이는 시설들로부터 반경 약 600ｍ 안에 사는 성범죄자들에게 주거제한지역 밖으로 이사갈 것을 명령했다. 미국에서는 1997년 이래 최소 14개 주에서 성범죄자들의 주거지역을 제한하고 있다. 하지만 우리나라의 경우, 어린이 성폭행 범죄자를 엄히 처벌하고, 재범을 예방하는 조치가 매우 약한 실정이다. 본지 확인 결과, 이번 사건의 유력한 용의자인 김씨의 가게는 주택가 한가운데에 있고, 주변 600ｍ 전후에 유치원 1개, 초등학교 3개, 여자 중학교 1개가 있는 것으로 나타났다.

Unfortunately, I don’t think you want to put too much stock in the house valuations they come up with. The information appears to come from the assessor’s office and thus is neither particularly accurate or informative. They do also seem to be using information on actual home sale prices as well, which is a much better source.
I tried out the addresses of a few properties for which I know the values and was disappointed. Either the value listed for my current home is way too low, or I am the biggest sucker in the world for paying what I paid! It also suggested that the value of my home had fallen 25 percent in the last 4 months, which I highly doubt. Looking at the last house I lived in, they still had the information from the house that was there almost ten years ago and was knocked down and replaced…so at least that price was way below what I sold the house for.
More useful than the actual prices were data on price trends by city or neighborhood, and amazing satellite pictures that show you what your house looks like from space. The picture of my house is at least a year old, though, because it didn’t have our new garage.
